Proposal 18-1 - Animal Care and Control Department and new Facility Increase Proposal

SAGINAW COUNTY ANIMAL CARE AND CONTROL currently receives $705,442.00.
Director is proposing to build a NEW FACILITY costing $11.5 MILLION. If the approved,
the total dollars annually will be $1,998,749.00 for TWENTY YEARS. (The increase is
$1,293,307.00)


Proposal 18-2 - Castle Museum Millage increase proposal

CASTLE MUSEUM currently receives $939,177.00 annually. If the increase passes it is
estimated to generate $1,268,383.00 annually for TEN YEARS. (The increase is $329,205.00)


Proposal 18-3 - County Commission on Aging millage increase proposal

COMMISSION ON AGING currently receives $2,022,263.00 annually. If the increase passes it is estimated to generate $2,867,239.00 annuallyfor FIVE YEARS.

Proposal 18-4 - 911 millage proposal in addition to current per-phone surcharge

SAGINAW COUNTY 911 currently receives a surcharge on every phone (cell & landline) of $2.65/month (collected by phone companies from customers) who return the money to the county with no audits or explanation of what they collect. NO TRANSPARENCY! 911 is requesting an additional NEW millage of 0.28 mills from property owners for the years 2018-2027 - an estimated to raise $1,316,822.00 per year. If this passes they will get a total of $7.3 MILLION.

November 6, 2018 CAREER OPPORTUNITY CENTER/SAGINAW ISD proposal

CAREER OPPORTUNITY CENTER/SAGINAW ISD will be putting forth a NEW MILLAGE for operations of the Saginaw Career Opportunity Center on Weiss Street on the November 2018 ballot. The proposal is 1 Mil, which is estimated to generate $4.5 MILLION annually for operations. (Currently when a student attends COC, their home school system has to pay the COC one half of the “head count” money they receive from the state of MI to cover the cost of the student’s COC participation. If this millage is approved that cost would come from new local taxpayer funds instead of state funds already available for such purpose)

Animal Control currently receives $705,442 each year.
The director is proposing to build a NEW FACILITY costing $11.4 MILLION, plus county paid pet care for the poor.
If approved, the total dollars annually could be $1,998,749.00 for TWENTY YEARS             $1,998,749/year X 20 years =  $39,974,980 total tax
(The proposed annual Increase is an additional $1,293,307)
This represents an annual increase of $1,2933,307 in addition to the annual current millage of $705,442.


Proposal 18-2 Castle Museum Millage increase proposal [hike plus early renewal tax too]              
The museum currently receives $939,177.00 annually. 
If the increase passes it is estimated to generate $1,268,383.00 annually for TEN YEARS.     $1,268,383/year x 10 years =  $12,683,830 total tax
In 2015 the museum drew 24,177 visitors, in 2016 the figure dropped to 22,060, and last year it was down to 18,746 visitors. 
Cost Per Visit: $68
This represents an annual increase of 329,205 in addition to the annual current millage of $939,177.


Proposal 18-3 County Commission on Aging millage increase proposal  [hike plus early renewal tax too] tax

Commission on Aging currently receives $2,022,263.00 annually from County taxes (total annual budget exceeds $4 million with state federal grants).
If the increase passes it is estimated to generate $2,867,239.00 annually for FIVE YEARS.      $2,867,239/year x 5 years =  $14,336,195 total tax
This represents an increase of $844,976 annual tax increase to te current millage of $2,022,263.

NEW millage of 0.28 millsestimated to raise $1,316,822.00 per year for TEN YEARS.                $1,316,822/yr x 10 years =  $13,168,220 total tax
911 NOTE:  we currently pay a surcharge on every phone (cell & landline) of $2.65/month collected by phone companies who return the money
to the county with no audits or explanation of what they collect.  NO TRANSPARENCY! Our 911 Authority currently receives from phone
companies 6 million/year to operate.  If this passes they will get a total of $7.3 Million for TEN YEARS.

COUNTY-WIDE MILLAGE INCREASE PROPOSALS ON BALLOT
SAGINAW COUNTY TAXES TODAY ARE $41,466,079.00 ANNUALLY.
If all 5 millage proposals pass it will be an increase of $8,191,803.00, for a new county-wide millage total of $49,657,882.00 each year.
This represents more than a 20% annual tax hike for Saginaw County Taxpayers.
This is not including any local school taxes or operating taxes for your township, village, or city.

COUNTY JAIL TAX HIKES: The Saginaw County Commission voted to issue bonds to build a $38 Million Jail without voter approval.


August Tax Hikes: The Saginaw County Commission, despite GOP opposition, has placed the four attached county-wide millage proposals for voter approval or
rejection on the August 7, 2018 primary ballot. These proposals promoted by the Saginaw County Commission, under Democrat leadership, seek significant increases in
the tax burden on property owners in the county. Democrat leadership has manipulated the timing of this millage election to take advantage of the typically low voter
turnout in August elections, in order to influence the result of the election in favor of the proposed tax hikes.

some time in 2018 but were not certain of the date so originally budgeted in wages for a full year for him. 
He worked simultaneously with his replacement for training purposes from January- April 2018. 
Going forward, there will only be one (1) Maintenance & Grounds Supervisor.
That also explains why there are 7 Part Time employees shown below, instead of the usual 6. 
Board Designated Discretionary Wages may be used to hire individuals on a temporary basis, as bonuses for
employees, or for any personnel wage issue as determined by the Board of Directors

ADD THE NEW COUNTY JAIL BOND TAX HIKES: The Saginaw County Commission voted to issue bonds to build a new $38
Million Jail without asking for voter approval. It's not too late to cancel this project too, and avoid overspending.
